Iowa drug donation program growing

Shipments of unused prescriptions fill the back room of the Iowa Prescription Drug Corporation, ready to be inspected and sent to Iowans who can't afford their medications.

A few years ago, those piles of medications would have been destroyed. The Iowa Prescription Drug Repository Program aims to eliminate that waste, while helping Iowans get the medications they need to avoid costly hospitalizations.

The program has helped more than 15,700 Iowans since it began in 2007, said Jon Rosmann, executive director of the Iowa Prescription Drug Corporation, which administers the program through the Iowa Department of Public Health.

Donations come primarily from long-term care dispensing pharmacies that cater to nursing homes or rehabilitation centers. Such centers must return unused medication to the pharmacy at the end of the month for credit. The pharmacy must then destroy or donate the medication.

"It's very expensive for these long-term care facilities to have their drugs incinerated. So it makes sense for them economically to donate their drugs," Rosmann said.

Donations must be sealed and unexpired and also come from health systems that no longer use drug samples or from pharmacies and individuals throughout the country.

Iowa's program is by far the most developed, Rosmann said. Other states run small programs, specialized for certain drugs.

Martha Jessen, a registered nurse who coordinates the drug donation program at La Clinica, said at least half the patients at the east-side Des Moines clinic benefit from the program. The clinic dispensed 10,000 pills in one quarter through donations.

Patients are extremely grateful for the assistance, Jessen said.

"They can't believe that we are able to help them with something like that," she said.

Previously, some patients didn't fill their prescriptions and ended up in the emergency room, she said.

In its first year, the drug donation program served 780 patients and had 318,427 units donated - everything from medications to bandages. By 2010, that grew to 6,237 patients, with more than 1 million units donated. In all, $3.2 million worth of medications and supplies have been shipped.

The corporation also administers a medication voucher program, offering limited generics for hypertension, cholesterol, diabetes, depression and pre-/post-natal care. Patients receive a 90-day supply for $3, unless pharmacists waive the fee. The corporation is also preparing to expand and extend the voucher program for recently released Iowa prison inmates who need psychiatric medications.
