Should the government be deciding bank profit margins on debit cards?

 

The Federal Reserve Board, yesterday afternoon, issued its final rules on interchange fees for debit cards, which was part of the Dodd-Frank bill and the Durbin Amendment.  The primary purpose that the Durbin Amendment serves was to reduce interchange fees that were being charged to merchants and ultimately passed down to consumers for the purpose of reducing bank profitability.  Therefore, reducing costs of credit card transactions to consumers.  Is this for real?  Of course it is under the current administration and democratically led congress in addition to the government pushing around secured creditors to the automobile industry, forcing banks to take tarp money and forcing all Americans to have health insurance.  Furthermore, the brilliance of Dodd-Frank and Senator Durbin’s Amendment is estimated to be reducing bank revenues by $22 billion a year at just the point in time when the banking system is devoid of enough capital to be able to sustain a normalized lending environment to businesses.  Real bank capital levels today are causing regulators to force banks to effectively shrink their balance sheets, post additional loan loss reserves and consequently reduce commercial lending.  Can you believe at the same time our legislative branch is creating law that puts further pressure on current banking capitalization?  It’s time Washington takes off its shoes and socks, and starts counting its toes.  Unfortunately, this is basic math and most importantly it is hurting our banking system, job growth and overall economy.

 

Besides being economically ignorant, philosophically the Durbin Amendment has created a socialistic in position on our citizens.  We now have the government deciding profit margins on products instead of the U.S. economy’s strength, which are free markets in a capitalist system.  These changes will not be passed through to consumers in the foreseeable future and will be primarily pocketed by the largest retailers and the fees that their lobbying firms get paid.

 

How can businesses accepting debit cards take advantage of the new cap?

Businesses accepting electronic payments of debit cards online or in stores should begin to have reduced charges on debit interchange beginning October 1, 2011.  If not, they can immediately contact their merchant processing organization to obtain a competitive quote on debit interchange.  The cost reductions could approach 25 percent or more to their bottom line.
